By now, you most likely know that Texas has become ground zero for the latest battles in the textbook wars. While conservatives and progressives take their stands on the issue, I wonder: What would America’s Founders think about this feud?

For those who somehow have dodged the news, the 15-member Texas State Board of Education, which is composed of 10 Republicans and five Democrats, has been hearing and debating variances of opinion regarding what to include and exclude in its social studies curriculum and subsequent textbooks.

Last Friday, the SBOE members began to wrap up the process by endorsing a draft proposal of the state’s social studies curriculum, with an 11-4 vote.

Not surprising is the full range of progressive issues that liberals want the SBOE to include, from emphasizing equity and tolerance for all minorities to erasing key conservative figures and events from history and whitewashing the Judeo-Christian convictions of our Founders.

Liberals and progressives complain that conservatives are hijacking the curriculum process and modifying textbooks to fit their ideological whims. But the history of textbook alterations clearly has proved it is the liberals who have changed the course and content of curricula and textbook production.

Yes, the spirit of the South is rising again, but this time it’s different.  This time it’s all over the country.

The South is rising again.  Before I go any further, let me clarify.  Sadly, too many in our country possess the superficial and ignorant perception that the only impetus behind southern secession was to perpetuate the abhorrent practice of slavery.  Therefore, when they hear such a phrase, their kneejerk reaction tells them this must be about race.  I assure you, it’s not.

When the North invaded the South during the 1860s, it was to deny the southern states the ultimate expression of their sovereignty – the ability to withdraw from a union they had voluntarily joined. Interestingly, secession was a right that the northern New England states had contemplated using themselves in the 1804 Hartford Convention when they felt the national government had become too oppressive.

Nevertheless, Lincoln’s views on government were clearly expressed in his famous “House Divided” speech when he articulated to the south that he would not allow different states to take different sides on different issues.  We would, “become all one thing, or all the other.”  With all due respect to Mr. Lincoln, this was a radical departure from the Founders’ view of federalism and good government.  And as a consequence, things got really ugly.

So what does any of this have to do with our current situation?  As it turns out, more than you might think

The Right of Felons to Vote: The House Takes On the Constitution

Most of you were probably too busy with real work to have watched Roger Clegg and me on the web yesterday as we testified before the House Judiciary Committee. We spoke against a bill that would purport to force all states to restore the right of a felon to vote the moment he is released from prison. It was certainly an illuminating experience. There were five witnesses on the other side versus the two of us, so I guess it was a fair debate. The venom of the attacks on Roger, however, was quite stunning. Rep. Steve Cohen (D., Tenn.) even attacked Roger for the name of the organization he represents, the Center for Equal Opportunity, because he is apparently offended that CEO does not believe in quotas and outright racial discrimination that favors certain racial groups.

It was also a real lesson in how contemptuous liberals are of the Constitution. Roger and I both pointed out that Congress cannot override a constitutional provision through legislation. The Fourteenth Amendment specifically gives the states the power to abridge the right to vote “for participation in rebellion, or other crime.”

Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State.

At a joint press conference with Mexican President Felipe Calderon last year, President Obama vowed to make ending border violence a “top priority.” How’s that hope and change working out? Drug-related crime is out of control, the State Department is warning spring-break vacationers to avoid the Mexican states of Durango, Coahuila and Chihuahua, and the bloodshed has now reached the U.S. consulate’s office.

A young American consulate worker and her unborn baby were slain this weekend in Mexico, along with her U.S. detention officer husband and the Mexican husband of another consulate worker. The wanton murders appear to have been a coordinated drug cartel hit; the victims had all just left a children’s birthday party in Juarez and were headed across the border back into Texas. The pregnant American official, Lesley Enriquez, is reportedly the first consulate employee to die in drug-related violence since 1985. Her 7-month-old daughter, terrorized by the gunfire while strapped in her car seat, was the lone survivor of the attack.

The State Department has now authorized the evacuation of dependents of U.S. personnel in six Mexican cities along its northern border with the U.S. And the resort town of Acapulco saw at least 13 murdered over the past week — including four beheadings. The total death toll over the past three years is nearing 20,000.

Mexican government officials have been quite content to blame their neighbors for the outbreaks; to play the race card; to demand blanket amnesty for illegal aliens from their country trying to flee the violence and misery; and to collect massive infusions of U.S. aid that have fallen into the wrong hands.
